我国水污染物总量分配公平性与贡献因子研究——以绿色贡献和环境容量负荷为视角 被引量:4

摘要 针对水污染物总量控制和水污染物总量分配是否公平合理的问题,以全国31个省、自治区、直辖市(台湾地区、香港特区、澳门特区未计入分析而除外)作为评价对象,选取化学需氧量和氨氮作为水污染物代表,从水污染物基尼系数、绿色贡献系数、水环境容量负荷系数等多个角度对我国水污染物总量区域分配公平性及其贡献因子进行分析。结果显示,各地区的绿色贡献不同,水环境容量负荷相差甚远。因此,政府应制定严格的节能减排指标,部署污染物总量减排目标责任书,把各地区绿色贡献和水环境容量负荷考虑进去。 Based on the problem of implementation of total amount control of water pollutants and if water pollutants total amount allocation was fair and reasonable ,the 3l regions in China were taken as evaluation objects,the COD and NH3 - N were selected as the representatives of water pollutants. The regional water pollutants total amount allocation fairness and its contribution factors were analyzed from multiple angles of water pollutants Gini coefficients, green contribution coefficient and water environment capacity load coefficients. Green contribution of each region was different, and the water environment capacity load of each region was more different. So the government should take green contribution and water environment capac- ity load into consideration when it developed more rational deployment of energy - saving emission reduction targets and pollutants reduction targets.
