摘要
发展规划越来越受到大学的重视,很多大学设置了发展规划部门,积极开展发展规划编制工作。提出要使大学发展规划具备有效性,就应该认识到位,开展战略研究,社会各界参与大学发展规划的编制工作,以及完善机制,巩固大学发展规划有效性的制度基础。
With increasingly more attention to university development programs, many universities set up the department of development program and begin to draw up the program actively.In this thesis, the author puts forward the following viewpoints：in order to make the development program effective, the universities should have complete understanding of it and carry out the strategic researches.All sectors of the society should participate in the drawing up work of the development program of universities and help to perfect mechanism so as to consolidate the system foundation of the effectiveness of university development program.
