我国体育系统优秀运动队人力资源发展评价

Evaluation on Human Resource Development of Outstanding Sports Team in Sports Systems

通过查阅有关竞技体育人力资源发展相关文献,建立我国体育系统优秀运动队人力资源发展评价指标,采用熵值法对1997年-2013年期间我国体育系统优秀运动队人力资源的发展水平进行评定和分析。研究结果表明:在1997-2013年期间,我体育系统人力资源的发展水平总体呈上升趋势,在2003年、2008年我国出现较大幅度的波动,2003年由于由于我国在非典的影响下,各方面的发展受到一定的阻碍,为了备战2008年奥运会人力资源投入较大,从而导致这两年的优秀运动队人力资源发展出现较大的涨幅。在这十一年发展历程中,我国体育系统优秀运动队人力资源发展水平大体可以分为四个阶段,第一阶段波动期;第二阶段较低水平持续增长期,第三阶段较高水平增长期。

By the access to some literature related to hu-man resource and through the entropy,the paper elevated and analyzed the level of human resources development of outstanding sports teams in the sports system evaluation for the period 1997 2013 . The results show that：the lev-el of human resource development has continued to rise o-verall in the 1993 2009 period and there was a substan-tial fluctuations in 2003 and 2008 , which is due to the“Olympic Gold Medal Winning Plan and implementation plan ”mainly in 2003 promulgated by the State Sports＆amp;nbsp;General Administration officially for greatly promoting the excellent sports team in all aspects of human development and are subject to certain obstacles under the influence of atypical pneumonia in 2008 . In the ten year development history,human resource development of outstanding sports teams in the sports system can be divided into three sta-ges：the fluctuations、a lower level of sustained growth、the high level of growth.
