新建本科高校职称工作若干问题的思考

摘要 新建本科高校职称评聘工作经历了自由发展、择优选拔和结构调整三个历史阶段,其在人才选拔与培养、人才导向、人才价值实现及人才资源配置和利用等方面发挥着重要作用。然而,目前所面临的"资源枯竭"、结构失衡、同质化严重等一系列突出问题,成为制约学校人才建设发展的主要瓶颈。新建本科高校应紧紧围绕人才建设的重点需要和培养对象,对专业技术人才进行更为科学规范的分类,构建需求导向型职称评聘模式和学科化定岗模式,核定岗位数量,量化聘用考核机制,搭建政策平台,实施聘后的科学管理,定性和定量考核相结合,从而实现新建本科高校师资队伍持续、健康、高效的建设和发展。 The appraisal and employment in newly-established undergraduate higher institutes experienced three historical phases:free development, merit selection and restructuring, which play an important role in personnel selection and training, talent-oriented, value realization and personnel allocation and utilization of human resources. However, currently the problems such as“resource depletion”, structural imbalance, and a series of outstanding homogeneity become bottleneck restricting the construction of school personnel. newly-es-tablished undergraduate higher institutes should handle professional and technical personnel with a more scien-tific and standardized classification, build demand-oriented professional title engagement model and disciplina-ry posts mode, approve number of jobs, quantify evaluation mechanism for employment, set up policy plat-form, implement the engaged scientific management, combine qualitative and quantitative assessment in order to achieve the sustained, healthy and efficient construction and development of newly-established undergradu-ate higher institutes.
