According to the review and commentary on previous research,the article has a tentative analysis of the transformation of the mode of economic development and the meaning. On the basis of the result,the article has the conclusion that the construction of a resource-saving society is an effective way to fundamentally change the mode of economic development. And it not only can be regarded as a starting point,but also the inevitable requirement.
