Exploration of “Data-Resources-Application”Intelligence Fusion Model in Emergency Management

提出突发事件应急决策需要情报体系的支撑,跨部门的应急管理情报交换和共享建立在有效的情报融合模式基础之上,研究探讨应急管理中情报融合的基本涵义,总结应急管理中对情报融合的要求,分析基于Web的3种应急管理情报融合模式的特点及框架,并提出我国应急管理情报融合的对策建议。

Emergency decision requires intelligence system support. Intelligence exchange and sharing of inter - across sectors in emergency management is based on effective intelligence fusion model. This article defines ＂intelligence fusion＂ in emergency management, concludes its requirements, and analyzes features and frameworks of three intelligence fusion modes in emergency management based on Web, and makes suggestions on emergency management intelligence integration in China.
