摘要
对山西省公益类科研院所绩效管理状况及存在问题进行了深入研究分析,通过收集国内外关于公益类科研院所的相关文献资料,对公益科研机构绩效评估制度的基本理念、框架、价值评判进行了系统研究,对在公益类科研院所绩效管理方面取得显著成效的省、市、自治区进行了实地调研,总结了他们的先进经验和具体做法,反思了山西省公益类科研机构绩效评估制度构建中存在的问题,并针对现实问题,提出了山西省公益类科研院所绩效管理的对策和建议。
This paper carries out an in-depth research and analysis on the current status of and existing problems in the performance management of Shanxi's public research institutes, and through collecting the relevant literature information about public research institutes in China and foreign countries, conducts a systematic research on the basic concept, framwork and value evaluation of the performance management system of public research institutes, carries on the on-the-spot investigation on some provinces, cities and autonomous regions having obtained remarkable achievements in aspect of the performance management of public research institutes, sums up their advanced experiences and specific practices, rethinks some problems existing in the construction of the performance management system of public research institutes in Shanxi Province, and in response to these practical problems, and puts forward some countermeasures and suggestions on the performance management of Shanxi's public research institutes.
