摘要
研究既有商品住宅节能改造节能量交易机制,使节能改造所形成的节能量在不同主体间有效流动,为节能改造深入开展融通资金,在节能改造领域实施价值发现与创新。提出了节能改造节能量交易运行模式、交易主体确定、配额分配等解决方法,探讨了节能效益的测算方法并进行了实例验证。结果表明,既有商品住宅节能改造节能量交易机制能够在一定程度上解决节能改造资金难题,鼓励市场主体积极参与节能改造实施;节能效益量化方法方便适用,可用于节能改造实践。政府应尽快建立既有商品住宅节能改造节能量交易机制,推进节能量交易平台建设,建立和完善统一的节能改造节能效益报告体系。
To study energy savings trading mechanism of existing commercial residential buildings energy saving retrofit, to make the energy savings of retrofit flow among different bodies in order to implement the value discovery and innovation in the field of energy saving and finance. To propose the qualitative methods to solve the issues of the savings trading operation mode, transactions subject selection and quota allocation, to design the quantitative method to quantify the energy saving benefits and introduce a ease to make an empirical study. The energy saving trading mechanism of existing commercial residential buildings energy saving retrofit can solve the energy-saving finance problem and encourage market players to participate the implementation of energy-saving retrofit actively. Energy savings trading mechanism of existing commercial residential buildings energy saving retrofit should be established as soon as possible which the trading platform and unified reporting system should be established and improved.
