Analysis of Present Situation and Reform Measures of Our Administrative Examination &Approval System——The Perspective of A Further Decentralization in the Third Plenary Session of Eighteen

行政审批制度改革关系着构建服务型政府、促进政府职能转变的目标能否实现,关系着法治国家的目标能否实现。十八届三中全会提出了"简政放权",通过梳理行政审批制度的现状,即行政审批权限设置不够明确、行政审批程序运行不够科学、行政审批缺乏有力监督,提出了我国行政审批制度改革的几项措施:完善立法、严格执行法律规定,规范行政审批程序、提高行政审批效率,建立科学有效的监督机制等。

The reforming of Administrative Examination ＆ Approval System relates to whether the goal of constructing a service-oriented government, promoting transformation of government functions can be achieved, also relates to whether the object of country ruled by law can he reached. The Third Plenary Session of Eighteen proposed a further decentralization, by combing the present situation, that＇ s the setting of the administrative examination and approval permissions is not clear enough, the running program of administrative approval is not scientific, and administrative examination and approval lacks effective supervision. Several measures of reforming our administrative examination and approval system including that improving legislation, strictly enforce the law; Standardizing administrative examination and approval procedures, improving the efficiency of administrative examination and approval; Establishing a scientific and effective supervise mechanisms.
