摘要
江苏省防汛防旱指挥系统建设从2000年开始起步。经过10多年的努力,一个以水情、雨情、工情、旱情、灾情信息采集系统为基础,计算机网络(通信)系统为依托,决策支持系统为核心的防汛防旱指挥系统已初步建成。该系统由信息采集系统、网络(通信)系统、数据汇集平台、数据库、应用支撑平台、用户应用系统和安全管理服务系统等组成。针对现有体系应对极端性灾害和突发事件能力弱,信息资源整合、共享难度大等方面的不足,只有运用改革、创新的方法加以解决,才能使得防汛防旱指挥系统更加强大,更加实用。
The construction of Jiangsu flood and drought control command system has started from early 2000. After more than ten years efforts, the flood and drought control command system which is based on water, rain, engineering, drought, disaster information acquisition and computer network (communication) system and decision support system as the core has preliminary built. The system consists of the information acquisition system, computer network (communication) system, data collection platform, database, application support platform, user application system and security management services system. Aimed at the existing system's shortcomings of less ability of dealing with extreme disaster and emergency, and more difficulty of information conformity and sharing of resources, the flood and drought control command system can be more powerful and practical only when we solve it with the methods of reform and innovation.
