基于价值链分析的政府信息增值再利用模式研究

Research on Government Information Value-added Re-use Mode Based on Value Chain Analysis

目前我国政府信息存量巨大而开发不足,大多处于初始利用阶段,为了加快我国政府信息资源的再利用,引进信息价值链模型,丰富政府信息再利用理论,分析政府信息增值再利用价值链的价值活动,为不同类型的政府信息资源构建不同的增值再利用的模式,提出政府信息增值再利用的保障措施,同时借鉴欧盟、美国公共部门信息增值开发的经验,促进政府信息增值再利用的充分实现。

At present,the stock of government information in China is enormous and lack of development,most of them are in the stage of initial use. In order to speed up the government information resources recycling in China,this paper introduces the model of information value chain to rich the theory of government information reuse. Then,the paper analyzes the government information value-added reuse chain activities to build different value-added reuse modes for different types of government information resources. The paper also puts forward government information value-added re-use safeguard measures. And at the same time,the paper learns from the experience of information value-added development in the public sectors of the European Union and the United States to promote the fully realization of government information value-added reuse.
