经济结构调整对保定市财政税收收入的影响与对策分析

Analysis on the Impact and Countermeasures of Fiscal and Tax Revenue of Economic Structure Adjustment in Baoding City

化解产能过剩、调整经济结构长期会带来经济增长质量的提升,但短期内也会影响财政税收收入水平。分析保定市经济增长与产业结构现状、产业结构与财政收入的关系,在加强顶层设计,探索京津冀一体化协调发展的财税机制;重构地方税体系,增强自身税收收入能力;促进产业结构调整与财政税收增长协调发展等方面提出财政增收的对策。

Resolving overcapacity and economic restructuring will enhance the quality of economic growth in long-term, but also affect financial and tax income levels in short-term. This paper analyzes the economic growth and industrial structure status quo of Baoding, and the relationship between industrial structure and revenue. We put forward the countermeasures on strengthening top-level design to explore the taxation mechanism to coordinate the development of Beijing, Tianjin and Hebei integration, reconstructing the local tax system to enhance their ability to tax revenue, promoting coordinated development of industrial structure adjustment and the fiscal revenue growth.
