政策工具视角:中国汽车产业政策的主要问题与对策研究

Based on the Analysis of Policy Instruments: Problems and Countermeasures of China Automobile Industry Policy

产业政策对一个产业发展具有重要作用,然而汽车产业政策实施的这些年,我国汽车产业的发展状况并没有明显的改善。文章以《汽车产业发展政策(2009年修订)》为例,采用定量的政策工具分析框架研究方法,结合产业政策强制性和产业活动类型两个维度进行了文本分析。研究结论发现汽车产业政策中存在的诸多问题,如信息传播和规劝政策工具过多、政府管制过度、私人市场方面的政策工具相对较少以及研发重视不足。最后文章据此提出增强汽车产业政策的导向性和操作性、充分发挥市场机制作用、加大研发投入力度等政策启示。

Industry policy plays a significant role in the industry development, however Chinese automobile industry development situation has not improved significantly after many years of implementation of automobile policy. This paper selects ＂Automobile Industry Development Policy （revised 2009）＂ as a sample, studying it with policy instruments. The results show that Chinese auto industry policies have many problems such as maneuverability and insuficient attention to the market and R＆D. Then this paper proposes some relevant policy proposals.
