农业生态安全视角下的农村土地流转分析

The Analysis of the Rural land Circulation on the View of Agricultural Ecological Security Perspective

农村土地流转是中国土地规模化经营和农业现代化发展的必由之路,在当前中国促进农业生产力提高及农民增收方面发挥着重要作用。然而,农村土地流转过程中出现的"非农化"、"非粮化"倾向以及农村劳动力转移所产生的潜在的生态影响,尚未引起人们的关注。基于农业生态安全视角分析农村土地流转问题,从政府作用的发挥、农业劳动力的可持续发展以及农业生态补贴的完善等方面入手提出对策,可以防止农村土地流转过程中出现的生态负效应。

Circulating of rural land is the only way for the development of our country land scale management and agricultural modernization. And it is playing an important role in promoting agricultural productivity and in- creasing farmers＇ income. However, it has not been aroused people＇ s concern that the potential ecological impact from ＂non - agricultural＂, ＂non - staple＂ tendency and the rural labor transfer has appeared in the process of rural land circulation. The paper analyses the rural land circulation on the view of agricultural ecological security per- spective and make the countermeasure on the way of playing the role of the government, the sustainable develop- ment of the agricultural labor force, and the improvement of the ecological agriculture subsidies, and so on. Those measures can avoid ecological negative effects in the process of rural land circulation.
