中国外汇储备资产多层次管理模式构建研究——兼论外汇储备资产投资多元化

Study on the Multi-level Management Mode Construction of China's Foreign Exchange Reserves Assets——Also on the Investment Diversification of Foreign Exchange Reserve Assets

随着我国外汇储备规模的不断扩大,对储备资产的科学管理和优化配置显得越来越重要。我国外汇储备管理模式的构建应遵循"专业化分工,分层次管理"的思路,把外汇储备资产分为三个层次,即基础性储备资产、收益性储备资产以及战略性储备资产,分别由国家外汇管理局、中国投资有限责任公司和中央汇金有限责任公司负责管理。各个层次面临风险的种类和程度不同,对应管理目标不同,管理的侧重点也不同,从而决定了其投资组合和投资策略也不相同。

With the expansion of the scale of China＇s foreign exchange reserve, the scientific management and the optimal configuration of reserve assets become increasingly important. Chinese foreign reserves should follow the ＂specialization, hierarchical management＂ ideas to construct our country＇s foreign exchange reserves management mode, that means reserve assets should be divided into three levels, they are basic reserve assets, income reserve assets and strategic reserve assets. The State Administration of Foreign Exchange, China Investment Corporation and Central Huijin Investment Ltd. are responsible for managing respectively. All levels are corresponding to different management objectives, face different types and degrees of risk, focus on different management priorities, so as to the investment portfolio and investment strategy are not the same.
