Study on Function Transformation of Administrative Departments of Intellectual Property in Market Economy

研究当前知识产权行政管理部门的政府职能转变方向,是适应经济社会发展需求、因应党中央、国务院要求而面临的一个重要课题。对在市场经济环境下知识产权行政管理部门的职能进行了重新定位,提出适应我国当前经济社会发展需求和社会主义市场经济发展要求的职能转变方向建议。同时,力图将政治、经济、技术、法律、历史和公共政策统一在知识产权行政管理职能转变的分析框架中。

It is a very important issue to study the current function transformation direction of administrative departments of intellectual property, in order to meet the demand of economic and social development. This article redefines the function of administrative departments of intellectual property in market economy, and suggests the function transformation direction for adapting the current demand of China＇s economic and social development and Socialist market economy development. Meanwhile, this article tries to integrate political, economic, technical, legal, historical and public policy into the analytical framework function transformation of administrative departments of intellectual property.
