关于加强民族地区财政体制创新的研究

A Study on Strengthening the Systematic Innovation of Public Finance in Minority Concentrated Regions

现行的中央对民族地区的财政体制存在如下问题亟待完善:1.事权与支出责任不统一;2.对民族地区的转移支付制度尚需完善;3.区域性财税优惠政策难见实效;4.对民族地区的扶持政策缺乏针对性、系统性、持续性和稳定性。对此,应进一步加强中央对民族地区的财政体制的创新,建立符合民族地区特点的扶持政策体系:1.建立中央和地方事权与支出责任相匹配的财政体制;2.加大一般性转移支付力度;3.细化民族地区扶持政策,增强针对性;4.增加民族地区在政府性债务方面的权限;5.增强政策的系统性及稳定性。

In recent years,minority concentrated regions have acquired substantial development with central government＇s financial support,but its overall development is still relatively lagging behind. The reason of which,besides existing problems of weak development infrastructure, is that minority concentrated regions need to improve their public financial system. This article,through analyzing the problems of existing public financial systems,has suggested a basic line thinking on how minority concentrated regions could bring forward innovation into their public financial system.
