县域农村基层政府社会管理创新:实践成效与发展趋势——以山西省H县为例

Innovation of Social Administration on Part of Rural Grassroots Governments at County Level: Practical Effects and Development Trend——A case study of H County in Shanxi province

当前我国农村经济社会快速发展,社会问题非常突出,亟需农村基层政府创新社会管理模式对此作出回应。结合山西省H县坚持管理体制创新、坚持职能转变、坚持矛盾调处机制创新、坚持基层民主自治机制改革,开创农村社会管理新局面的标本性实践经验,提出县域农村基层政府应该从转变政府职能与基层社会管理体制改革相适应、打造"多元主体协同治理"的基层社会治理格局、加强农村社会组织培育和社工人才队伍建设等方面创新社会管理模式。

At present,the rapid development of China′s rural economy and society results in the prominence of social problems,which demands that the rural grassroots governments give necessary responses by innovating their social manage-ment mode.This paper,based on a case study of the practice of H County in Shanxi province,which has done a lot including the insistence on innovating its management mechanism,changing its functions and innovating mechanism for the handling of contradictions,etc.,puts forward that the rural grass-roots governments at county leval should make some innovation in their social management mode by changing their governmental functions to adapt to the reform of administrative mechanism for the grassroots society,creating a grassroots social governance structure featured ＆quot;cooperative governance with multi-subjects＆quot;, and strengthening the cultivation of rural social organizations and the team construction of social work talents.
