摘要
传统的食品安全监管模式已经难以满足对转基因食品多重危害属性(实然性危害、可能性危害、精神性危害)的监管要求,而具有社会权力和风险社会理论依据的社会监管,对解决传统监管在权力垄断、手段有限、范围局囿、目标单一的问题上意义重大。然而,社会监管受科技和法律因素的制约难以有效实现。提高转基因食品的研发技术和认知水平、增强法律制度的合理性和对社会权力的保障性能够较好地解决社会监管存在的主要问题。
Traditional food safety regulatory model has been difficult to meet the muhiple hazards of genetically modified food properties. The actual harm, potential harm, mental harm), with the social power and the risk society theory basis of social regulation is meaningful for the problems about monopoly of power, limited means, limited scope, single goal. But the social regulation is restricted by technology and legal factors and it is difficult to achieve. Improve the GMF technology and cognitive level, strengthen the legal system of rationality and social power security can solve the problem very well.
