当前农村土地流转与金融资源配置的综合改革研究——基于地方财政—金融系统视角

Research on Comprehensive Reform of Current Rural Land Circulation and Financial Resource Allocation From the Perspective of the Local Fiscal-Financial System

当前农村土地改革事关城镇化推进和经济结构转型,也事关公平正义和社会稳定,成为涉及农村生产关系和财政金融改革并关乎整个农村改革成败的核心议题。为此,文章提出和运用地方财政—金融系统理论,回顾中央与地方关系下地方财政—金融系统变化,选取中国中部六省样本,分析了农村土地流转与金融资源配置中存在的问题及其系统政策措施缺位的主要原因,提出以优化顶层设计、重构部门协作和综合改革为主要内容的对策建议。

The current rural land reform relates not only to urbanization and economic restructuring, but also to equity, justice and social stability. It has become a core topic relating to rural production relations and fiscal financial reform, and to whether the whole rural reform can succeed. For this reason, this paper raises and applies the theory of local fiscal - financial system, summarizes changes of the local fiscal - financial system under the central - local relationship, selects a sample of six provinces in central China, analyzes why problems exist in rural land circulation and financial resource allocation, and why there is a lack of related systematic policies, and then comes up with policy suggestions including top - level design optimization, departmental cooperation restructuring and comprehensive reform.
