原油管道管输价格制定方法比较研究

A Comparative Study on Rate Making of Crude Oil Pipeline

研究制定合理的管输价格形成机制,不仅关系到管输企业的切身利益,同时又对油气生产企业和下游用户产生较大的影响。结合原油管道管输价格制定现状、国家发改委对于国家定价领域的改革思路,参考目前国内铁路运输行业和电力行业的定价方法和经验,总结了一线一价、统一运价(重新核定)、标准费率三种原油管道管输价格制定方法,并对该三种定价方法进行对比分析,提出应用建议。

Developing and formulating a reasonable rate making of crude oil pipeline, is not only related to the interests of the pipeline companies, but also has a greater impact on oil and gas producers and downstream users. In this paper, three factors are considered, including the rate making methods currently in effect, the reform in national pricing fields, the experience of railway industry and electric power industry. Based on that, three rate making methods are proposed, that is, new rate making for new pipelines, unified rate making for pipelines （reformulated）, standard rate making for pipelines. At last, comparison and suggestions are given on the three rate making methods.
