摘要
当前中国特色社会主义法律体系已经形成,但我国的法治体系尚未形成。建设中国特色社会主义法治体系,需要"立法先行",发挥立法的推进作用。建设中国特色社会主义法治体系,首先要"形成完备的法律规范体系"。因此,完善法律规范体系,是建设中国特色社会主义法治体系的前提和基础。为此,对立法先行与建设社会主义法治体系做了几点思考展望:一是以"以人为本"法律观引领法律体系的完善;二是拓展人民有序参与立法途径;三是加强重点领域立法。
At present, China＇s socialist law system has been formed, but the legal system of our country has not yet formed. To construct socialist legal system with Chinese characteristics, we must adhere to the ＂legislation first＂, and play the leading role of promoting the legislation. Construction of socialist legal system with Chinese characteristics needs ＂form a complete system of legal norms＂ first.Therefore, improving the system of legal norms is the premise and foundation of construction of the socialist legal system with Chinese characteristics. Legislation first helps to promote the construc- tion of a socialist legal system,specifically to reflect from the following three aspects：first, ＂people-- oriented＂ legal concept will lead the improvement of the legal system; the second is to expand the way of people＇s orderly participation in the legislation; and the third is to strengthen key areas of legislation.
