民间组织何以可能?——以“青护园”介入特殊未成年人帮扶为例

Civil Organizations: How to Survive and Develop?: A Case Study of“Qing Shao Nian Bao Hu Jia Yuan”Intervening in the Assistance of Special Juvenile

民间组织何以生存和发展是建立现代国家治理体系过程中亟待探讨的重要问题。以"青护园"介入特殊未成年人帮扶为例,通过对其机会结构、共意建构、资源动员和空间生产的描述和解读,尝试回答民间组织何以可能的问题。研究发现,民间组织要获得生存和发展,其服务领域要尽量接近社会发展的主流价值观念;要以现实主义的态度与政府组织和市场组织进行合作;要积极开展自身公益意义和自愿意义的共意建构;要通过提高自身公信力来动员资源;要创新资源动员策略和技术,针对目标人群和组织积极开展资源动员。

How civil organizations survive and develop is an important issue in the process of the es- tablishment of a modern state governance system. Taking “Qing Shao Nian Bao Hu Jia Yuan” intervening in the assistance of special juvenile as an example, we describe and interpret its political opportunity structure, consensus construction, resource mobilization and the production of space, and we try to find so- lutions to the survival and development of civil organizations. We conclude that for civil organizations to survive and develop, their services should maintain as close to mainstream values of social development as possible; Their cooperation should be conducted with government organizations and market organizations with a realistic attitude; civil organizations should try to actively carry out meaning co-construction on their own welfare significance and meaning of voluntary, to mobilize resources by improving their credibili- ty ,and to carry out resource mobilization on target people and organizations by innovating strategies andtechnologies of resource mobilization.
