乡村旅游循环经济是一种可持续、生态化的经济发展模式,发展乡村旅游循环经济要在6R创新理念的指导下,以清洁生产理论、循环经济理论、旅游产业理论为基础,在资源、游客、企业和社会需要的强大驱动下,以资金、技术、人才政策、相关规范为保障构建由目标系统、要素系统、理念系统、动力系统以及保障系统组成的运行体系,并根据不同的层次系统实施不同的措施路径,实现乡村旅游循环经济的更大发展。

Rural tourism circular economy is a sustainable and ecological mode of economic development, which can be developed under the guidance of 6R concept of innovation. We should construct a running system including target system, element system, concept system, motivation system and guarantee system, which is ensured by capital, technology, talent policy, and the relevant norms based on cleaner production theory, circular economy theory and tourism industry theory, and is driven by resources, tourists, enterprises and social needs. And also we should adopt different ways according to different levels of the system to achieve more in the development of rural tourism circular economy.
