社区公共安全治理的公民参与——基于社会资本的视域

Citizen Participation in Community Governance of Public Safety:A Study Based on Social Capital View

公民参与社区公共安全治理体现了社会职能的自主特性,同时也为相应公共政策的制定提供了合理性根据和合法性基础。从实际效果来讲,社会资本对于这种参与具有基础动力的作用,而当前的问题主要在于社会资本的存量不足以及分布不平衡等制约瓶颈。这种情况不仅可能造成"小群体"利益聚集的安全隐患,诱发新的不稳定因素,实际上也直接削弱了公民参与社区公共安全治理的积极性。因此,合理投资和有效使用社会资本,完善社会资本应该具有的公共精神、信任、规范,以及网络等正向职能,成为建构公民参与社区公共安全治理机制的重要途径。

Participating in the community public safety governance reflects the independent characteristics of citizen＇s social functions and also provides reasonable and legal basis for formulating public policy. According to the actual situation, social capital plays the dynamic role in such participation; however, the current problem is the shortage of social capital and unbalanced distribution. This situation may not only lead to“small groups” interests aggregation danger and new unstable factors, but also directly weaken the enthusiasm of citizen participation in the community public safety governance. Therefore, investing and using social capital reasonably and effectively as well as improving its positive functions such as public spirit, trust, norms, and networks is an important path of constructing the scientific system and mechanism of citizen participation in the community public safety governance.
