走向社会工作服务:民政干部能力建设的发展方向——基于上海的实证分析

Toward Social Work Service:The Development of Civil Administration Cadre

民政工作同民生改善及社会建设息息相关,而民政干部能力直接影响民政工作成效。本文在对上海市民政系统从业人员的问卷调查基础上,构建了以需求为本的民政干部能力指标体系。研究发现,面向基层弱势群体、以保障和改善民生为目标的社会工作服务已经成为民政干部的核心能力需求,也是亟待强化、更契合于现代民政实践的发展取向。据此建议:深化迈向社会工作服务的民政干部能力建设,促进民政工作与社会工作的互融性发展及制度性协同,进而真正实现"以人为本、执政为民"的民政理念。

The work of civil administration is closely related to the improvement of people＇s livelihood and society construction,and the ability of civil administration cadre directly affects the efficiency of civil affairs work. This paper constructs an index system of ability of civil administration cadre on the basis of the survey in Shanghai. We find that the social work service,in order to guarantee and improve the livelihood the vulnerable groups,has become the core ability demand of civil administration cadres and development orientation of modern civil administration practice. Our suggestion is deepening the civil administration ability construction toward social work service, and promoting the integrated development and institutional coordination of civil administration work and social work to realize the civil administration objective of＂people-oriented,governing for the people＂.
