当下中国社会稳定面临着贫富差距悬殊、城市贫困人口增多、老龄化社会的来临和群体性事件频发等挑战。为有效维护社会稳定,需转变维稳思维,从现有的刚性维稳迈向柔性维稳,即更好地发挥社会保障的柔性维稳功能。通过树立刚柔并济的维稳理念,建立人人共享的包容性社会保障制度;加大社会保障的财政投入,完善"最后一道防线"的最低生活保障制度;提升社会保障"柔性维稳"的制度效力,构建整体性的社会保障管理体系,从而最大程度地发挥社会保障在维护社会稳定中的功能。

In the era of a risk society,China is facing series of challenges： the widening inequality,the growing urban poverty,the advent of an aging society,the frequent group incidents,and so on. In order to confront these challenges and to maintain social stability,it is necessary to implement an effective governance strategy including building a complete and perfecting social security system. The social security system is not only an important mechanism to maintain the stable development of a modern society,but also the＂safety network＂of the risk society and the ＂digestion device＂of the social contradictions. In order to promote the development of China＇s social security and maintain social stability,it is recommended to establish an inclusive social security system shared by every single person,to improve the＂last line of defense＂minimum living security system,and integrated social security managing system.
