推进新型城镇化统筹城乡发展的财政政策研究——以成都市新都区为例

Study on Financial Policy of Promoting New-type Urbanization and Balancing Urban and Rural Development—Taking Xindu District of Chengdu as an Example

财政既是推进新型城镇化统筹城乡发展,促进资源优化配置的重要路径,又是加快发展新型城镇化步伐的动力系统,更是参与城镇建设、城乡发展的重要手段和主要工具。以成都市新都区为例,在分析财政政策创新支持新型城镇化统筹城乡发展探索的基础上,提出了支持新型城镇化统筹城乡发展的总体要求、重点领域和重点项目,并对资金需求预测进行研究,对财政政策创新促进新型城镇化统筹城乡发展提出了相关政策建议。

Finance is not only an importance way to promote new-type urbanization, balance urban and rural development and improve the optimal al ocation of resources, but also a power system to accelerate the development pace of new-type urbanization, and even more an important means and a main tool to participate in the construction and development of cities and towns. Taking Xindu District of Chengdu as an example, on the basis of analyzing that financial policy innovation supports new-type urbanization and exploration of urban and rural harmonious development, we put forward overal requirements, key fields and key projects of supporting new-type urbanization and urban and rural harmonious development, carry out studies on prediction of fund requirements and present some policy suggestions for financial policy innovation to promote new-type urbanization and balance urban and rural development.
