大学内部治理结构中完善党委领导的思考

Thoughts and Suggestions on Improving the leadership of Party Committee in University Inner Governance Structure

大学内部治理结构是构建现代大学制度的核心内容,"党委领导"是中国特色现代大学制度建设的关键所在。党的基层委员会在大学内部经历了"平行融入"、"初步确定"、"极端领导"、"理性回归"、"协调保障"的流变过程。大学最终确立了"党委领导下的校长负责制"的治理结构。但领导主体、客体及制度环境的局限在一定程度上影响和制约着大学内部良好治理体系的构建。需要在"方向把握、制度设计、关系协调、氛围营造、监督保障"等方面有效跟进,为构建高效、有序运转的内部治理结构提供坚强的组织、制度和人才保障。

The inner governance structure is the core of the construction of modern university system,leadership of Party committee has become the key factor in the construction of modern university system with Chinese characteris-tics.Building of inner governance in universities has undergone through changes from parallel integration,prelimi-nary establishment,absolute leadership,rational administration,coordination and safeguard to ultimate foundation of president responsibility system under the Party leadership.At present,the limitations of leading subject,leading object and institutional environment of current system have conditioned the building of a sound inner governance system to some extent.So it is necessary to following up effectively in “keeping the right direction,designing sound institutions,coordinating relations,creating good environment,supervising and safeguarding”,so as to provide strong organizational,institutional and intellectual guarantee to constructing an efficient and orderly inner govern-ance structure of university.
