The paper points out that business nature, legal status and social value of digital library are very similar to publisher, both of them have the basis of gaming, and game relationship of them represent cooperation and non-cooperation. The paper uses game theory to obtain game solution of cooperation and non-cooperation between digital library and publisher, and points out that cooperation will realize benefit maximization of publisher and digital library.
