公共文化服务体系建设是维护公民基本文化权益、满足人民群众基本文化需求的重要保障,是维护公共文化生活的公平与正义,促进社会和谐稳定的必然要求,同时也是各级政府的基本职责。十八大以来,中央明确提出要建立公共文化服务体系建设协调机制,统筹服务设施网络建设,促进基本公共文化服务标准化、均等化。为全面贯彻落实中央关于"加快推进公共文化服务体系建设"的重要精神,课题组总结和分析了丽水市自"十二五"以来公共文化服务体系建设经验和存在的问题,通过进一步的实地考察和调查研究,提出了公共文化服务体系建设的思路和对策,为丽水市委、市政府作出科学决策和进行"十三五"公共文化服务体系建设的顶层设计提供参考。

Constructing public service system of culture is an important measure for protecting citizens’ fundamental cultural rights,satisfying their basic needs for culture and preserving the fairness and justice in public cultural life. It is also a necessity for social harmony and stability as well as an essential obligation of governments at all levels. Since its 18th Plenary Session,the Central Committeeof CPC has made it explicitthat the coordination mechanismsshould be built forthe construction and the facilities network for the service be constructedthrough overall planning,so that the standardization and equalization of fundamental services can be facilitated.. To implement the significant decree,the research group summed up the experience that. Based on the outcomes from on-the-spot surveys,ideas and countermeasures are set forth to be drawn on byLishuimunicipal CPC has been gatheredsince the implementation of the 12th Five-year Plan and the problems that still existin Lishui inthe constructioncommittee and government in theirscientific decision-making and top-level design for the 13th Five-year Plan.
