地方高校知识产权绩效管理机制研究

The Management Mechanisms for Performance of Intellectual Properties of Local Universities

高校是我国科技创新体系的重要组成部分。作为地方性的院校,受自身实力及学校的政策等各方面的牵制,高校内部的知识产权过程管理并不完善,在申请、管理、保护及成果转化的过程中缺乏有效机制,无法很好地服务于地方经济。地方高校应有效地进行知识产权过程管理,使得知识产权从原先的范围及申请数量的管理,逐步过渡到围绕知识产权保护及成果转化等更深层次的管理,形成比较合理的知识产权绩效规范化管理机制。

Universities are an essential part of the scientific and technological innovation system of China. Confined by their own strength and internal policies, local universities in China still has a long way to go in the process management of internal intellectual properties due to the lack of effective mechanisms for application, protection and achievement transformation. To better serve the development of local economies, it is very necessary for local universities to enforce the process management of internal intellectual properties and develop the standard performance management mechanisms which help to realize the transition from the management over the scope and the number of applications to the in-depth management over protection and achievement transformation.
