Through electronic data for Europe and the United States measurement instrument format analysis ,and record control and Chinese traditional manual ,to explore the use of computer programming language ,conversion of two different data format of intelligent ,and calculate the closure （angle or height） ,the implementation of adjustment ,calculate the final angle value ,roughly from the flat and Gao Cheng .To reduce human errors in operation fundamentally ,to eliminate the gross error in calculation ,realize the measurement of internal and external integration .
