原油管道穿越水源保护区的安全保障措施

SAFETY PRECAUTIONS FOR OIL PIPELINE CROSSING SOURCE WATER PROTECTION AREA

受地域条件限制,某输油管道需穿越青年运河二级水源保护区,从选择合理可行的穿越方式、管材及壁厚的选择、管道的防腐处理、设置泄漏检测及关断系统、加强穿越段管道检测检验、施工期间的环保措施、安全管理措施等七个方面论述了管道穿越青年运河采取的安全保障措施,并对施工、管理提出了相应的要求,从根源上消除隐患,提高管道的本质安全,预防穿越段管道发生事故,保障水源保护区的安全。

Constrained by geographical conditions,an oil pipeline must cross the second-grade surface source water protection areas for domestic and drinking water of Qingnian Canal. This article discusses the safety precautions for the pipeline crossing Qingnian Canal from seven aspects including selecting reasonable and feasible crossing methods,selection of steel pipe and wall thickness,anticorrosion treatment of steel pipe,leak detection and shutdown system of the unit,strengthening detection of the crossing pipes,environmental protection measures during construction and safety management measures. It also puts forward corresponding requirements for construction and management. After taking these measures,the hidden dangers are eliminated from the source; the intrinsic safety of the pipeline is improved; accidents are prevented in the section of crossing pipelines and the safety of the source water areas is ensured.
