南京市区域电子病历档案安全保密体系研究

Research on the Security System of the Regional Electronic Medical Records in Nanjing

目的:促进区域电子病历专用文件标准化管理,保障区域医疗信息档案的安全。方法:从南京市3所试点医院的HIS、LIS、EMR、Pa CS等业务系统中抽取业务数据,建立区域中心数据库模型,研究区域医疗电子档案的安全保护基础架构,分析界定电子病历专用电子文件的归档范围、保管期限和保密等级,设计构建医疗电子档案全生命周期管理模式。结果:建立了区域电子病历系统平台的安全体系架构,实现对区域电子病历档案的标准化管理,向社会和公众开放有利用价值的医疗数据资源。结论:该项目探索了适宜的区域医疗电子档案的安全保密管理体系架构,对促进区域电子病历共享和利用有着积极意义。

Objective： In order to promote regional standardization management of electronic medical records＇ private files,guarantee the healthy continuous development of regional health informatization,bring about regional sharing and use of electronic medical records file. Methods： Extract data from three pilot hospitals＇ HIS,LIS,EMR,PACS and other business systems,establishment of a regional central database model. Security infrastructure research on regional medical electronic records,scientific analysis to define the scope of EHR dedicated archiving of electronic documents,keeping deadlines and confidentiality level,scientific division of electronic medical records the duration and classification.Designed and build medical electronic files lifecycle management. Results： Built the security architecture of the electronic medical record system,realize the regional standardization management of the centralism storage of electronic medical records. Open to the community and the public of value in medical data resources. Conclusion： The project explored the security management system architecture of the regional medical electronic file and it has positive significance to promote regional sharing and use of electronic medical records.
