中国和平发展面临的主导性国际舆论环境——从“中国威胁论”到“中国责任论”

Dominant International Public Opinion Environment Faced by China's Peaceful Development——From "China Threat Theory" to " China Responsibility Theory"

改革开放三十多年来,由于中国综合国力的增强和国际影响力的提升,中国议题成为国际舆论关注的重要内容。对于中国坚持走和平发展道路的国际承诺,国际舆论并非全是赞誉,"中国威胁论"始终未曾退出国际舆论场,只不过版本和形式不断翻新而已。目前,"中国威胁论"的变种"中国责任论"成为中国面临的主导性舆论环境。对这种舆论导向我们要有清醒认识,要正确认识中国的实力和国际定位,要处理好承担国际责任与国内责任的辩证关系,要处理好承担国际责任与协调西方大国的关系。

China has become an important topic for international media because of the upgrade of China’ s comprehensive national strength and international influence with over thirty years of China’s reform and opening up to the outside world.Not all international media praise China’s commitments to peaceful development."China threat theory"with its constantly renewed versions has always been there with the international public opinion.At present,"China responsibility theory" which is the new version of "China threat theory" has become the leading international public opinion.We should clearly understand this guidance of public opinion and have a correct understanding of China’s strength and its international position.We should dialectically handle the relationship between international responsibility and domestic responsibility and the relationship between the international responsibility and coordination with the western powers.
