在广大的中西部地区,城乡差距巨大,农村公益事业建设任务繁重,困难重重,面临资金、决策和管理三重困境。农村公益事业建设的困境,根本原因是传统农业生产力的低下,以及由此导致的生产要素流失。破解农村公益事业建设困境,需要在政府职能转换、村民自治建设、农村集体经营方式改革、农业产业化等多方面协调努力。其经济基础是大力发展农村集体经济,技术措施是强化财务管理和项目管理,民主作为是改革"一事一议筹资筹劳"制度,顶层设计是建立农村公益建设促进法,加强农村建设规划,整合涉农资金,加强管理服务。

In the vast central and western regions, there is enormous gap between urban and rural areas, so the construction of rural public welfare task is arduous and difficult, which faces three dilemmas of funding, policy decision and management. The fun-damental reason of the construction dilemmas for rural public welfare undertakings are the low traditional agricultural productivity, and resulting loss of production factors. In order to solve the rural public welfare predicament, it needs to transform government functions, the construction of villager autonomy, reform the mode of rural collective operation, the agricultural industrialization and other coordinated efforts, whose economy basis is the development of rural collective economy, the technical measures are to strengthen financial management and project management, the democracy is to reform the system, the top-level design is to establish rural public welfare construction promotion law, strengthen the rural construction planning, integrate involving agricultural capital and strengthen the management of service.
