提升河南区域软实力的几个着力点

Focal Points in Upgrading Regional Soft Power of Henan Province

要促进河南经济社会持续健康发展和在新一轮区域竞争中脱颖而出,就必须加强河南区域软实力建设。提升河南区域软实力应该从以下几个方面着手:一是加强河南文化软实力建设,增强河南特色文化影响力、支撑力、知名度和发展活力;二是强化河南区位优势,增强河南对区域外经济要素的吸引力;三是加大人才培养力度,提高河南人口素质,发挥河南人力资源大省优势,为提升河南区域软实力和综合竞争力提供人才支撑;四是改革行政体制机制,提升河南各级政府公信力,提高公共服务水平,激发河南发展的制度活力;五是塑造河南正面形象,增强河南对区域外的影响力和吸引力。

To promote the sustained and healthy economic and social development in Henan and to make it stand out in a new round of regional competition, the soft power construction in Henan must be strengthened. First, the construction of Henan cultural soft power must be strengthened to enhance the influence, sustenance, awareness and development vitality of the culture with Henan cultural characteristics. Second, we should use Henan＇ s regional advantages to increase its attraction to the economic elements right outside the region. Third, we should intensify the personnel training and improve the quality of the population, which provides personnel support to the regional soft power and comprehensive competitiveness of Henan. Forth, we should reform the administrative system and mechanism, boost up the government credibility and improve public services to stimulate the institutional vitality for Henan＇ s development. Finally, we should create a positive image of Henan to enhance its influence and attraction in the outer region.
