中国城市“社区服务”养老模式初探

The Probe of Endowment by “Community Services”in Chinese Cities

随着我国人口老龄化不断加剧,城市"社区服务"养老模式已逐渐成为社会各界关注的焦点。该模式在我国某些城市发展较快,可是由于起步晚、经验少,从总体上看,中国城市"社区服务"养老模式依旧面临着极大的困境。这种困境既存在于政策层面也存在于实践层面,既体现在服务对象需求方面也体现在服务人员能力方面,具体可从制度、资金、基础设施、意识和服务人员素质等方面来进行分析阐述。面对这些困境,需结合政府、家庭、社区等各方面力量,从政府投入、宣传力度等方面提出相应的解决对策和建议。

The aging of the population in China causes public concern about the model of urban “community serv- ice” of old - age care. Although this model has developed rapidly in some parts of our country, on the whole, it is fa- cing much trouble for lack of experience. This dilemma exists not only at the policy level but also in the practice, not only in service demand but also in the ability of service personnel. It can elaborate mainly from institutional, finan- cial, infrastructure, awareness and quality of service personnel. Therefore, in the face of these difficulties, we should work together with the government, families, communities and others to propose appropriate solutions and recommen- dations in the government investment, publicity and other aspects.
