经济要发展,首先要解决的问题是如何处理市场和政府间的关系。深化体制改革是全方位的改革,而经济体制变革又是重中之重,其关键环节就是把握市场与政府间的平衡。十八届三中全会通过的深化改革决定中,对于市场在资源配置中的作用明确表述为"起到决定性作用",这为未来我国的经济改革指明了方向。政府应积极转变治理方式,充分发挥市场应有的作用,进一步推进我国经济健康有序发展。

Economic development needs to deal with the relationship between markets and governments. The eco- nomic system reform is the top priority in deepening reform. Its key is how to seize the balance between markets and governments. According to deepening reform decisions adopted at the Third Plenary Session of the 18th CPC Central Committee, market plays a decisive role in allocating resources, which directs the future of China＇ s economic re- forms. Local governments should guarantee market＇ s decisive role to promote the healthy and orderly development of China＇ s economy.
