中国工业节水的投入机制研究——政府、企业(工业园区)和市场的作用

中国工业节水投入应形成一个以企业和工业园区为重要微观主体进行直接投入、以政府和相关机构为制度供给者进行关键投入、以金融机构等具有市场属性的投资机构为辅助者参与直接投入、以科研单位为智力支持进行节水科技研发投入的总体架构。中国工业节水投入可持续,投入机制可长效。完善工业节水投入机制重在进一步确立企业和工业园区的投入主体地位、充分发挥水市场在工业用水配置中的决定性作用、试点实施工业用水的二级水权交易和中水交易、大力支持工业节水科研攻关和科技转化项目等方面。现阶段应重视工业园区生态化改造的节水建设,推进跨企业、跨行业和跨部门的中水回用。

As a necessary commitment to the construction of China＇s water-saving strategy for industry, this paper makes a primary investigation on investment mechanism of industrial water conservation. After analyzing the status and the trend of China＇s water-control investment in industry, the theoretical mechanism is explored for kinds of investors and various channels. Using the data on China＇s water-control investment in industry, the paper illustrates the water-saving effect of industrial water-control investment, and then proposes changes in policy.
