摘要
要扭转生态功能区建设中的政府失范行为,实现政府行为的理性回归,必须从以下几个方面入手:明确方向,树立生态责任意识;转变内核,强化生态服务职能;夯实基础,助推生态经济发展;搭建平台,建立生态补偿机制;加强引导,完善生态评估指标;创新制度,构建生态政策体系。只有这样,才能确保自然资源有序开发、生态产业合理布局,进而推动我国经济社会与生态环境协调、健康发展。
In order to reverse the governmental deviated behavior in the construction of ecological functional areas and to realize the rational regression of government behavior, authors proposed some suggestions from the following aspects：clearing direction, changing the kernel,strengthening the ecological service functions, laying the groundwork, building the platform, strengthening the guidance and innovation system. In that situation, it can en-sure the orderly development of natural resources, rational industry distribution and can promote coordinated and healthy development of economic society and ecological environment.
