新型城镇化进程中地方政府治理转型与创新——以上海市金山区廊下镇为例

Transformation and Innovation of Local Government's Governance in the Process of New Urbanization——Based on the Case Analysis of Shanghai Jinshan Langxia Town

1978年到2013年,我国城镇化高速度发展的同时也衍生了需求膨胀、分配不公、地方治理失效等诸多社会问题,而新型城镇化中地方政府治理更面临着治理理念落后、治理主体单一、治理能力和治理工具有限等诸多发展滞后的问题。分析上海市金山区廊下镇这一政府治理转型的典型案例,可以总结城镇化发展中的成功和约束因素,并获得新型城镇化中地方治理转型的诸多启示:治理理念要由从"物本"转向"人本";要厘清不同层级政府的财权事权,保障地方财政收支平衡;治理工具和社会整合方式需要创新,治理主体更需多元化。

From 1978 to 2013, with the high speed development of urbanization in our country, many social prob- lems appear, such as demand inflation, unfair distribution and local governance failure. Local governance in the new urbanization is facing backward governance, single governance body, confined management ability and man- agement tools, and many other lag problems. Analysis of Shanghai Jinshan Langxia town, the typical case in the transformation of government governance can conclude successful factors and constraints in the development of ur- banization and get many inspirations about the transformation of local governance in new urbanization ： the concept of governance should change from ＂object-oriented＂ to ＂human-oriented＂ ;the different levels of government＇ s financial power should be clarified to protect local fiscal balance;the tools of governance and ways of social inte- gration need to be innovated, and the governance body needs diversity.
