简化民营企业进入门槛,是推动武器装备军民融合深度发展的迫切需要。在阐释装备承制单位资格认证、武器装备科研生产许可认证、武器装备质量体系认证和军工保密资格认证"四证"关系的基础上,分析了加强"四证合一"的必要性,提出了实现"四证合一"的对策建议。

The simplification of the process for civil company’s access to defense sector is the ur-gent requirement that civil-military integration deeply promotes.This paper presents the relationships among equipment contractor qualified certificates,weapons and equipment R＆amp;D license,weapons and equipment quality system certificates and confidentiality qualified certificates.On the basis of above, the necessity of “integration of four certificates”is discussed with proposed solutions and recommen-dations for this integration offered as well.
