美军基地级维修对我军核心维修能力建设的启示

Inspiration to Army Core Maintenance Capability Construction Based on American Depot-level Maintenance

随着伊拉克战争和阿富汗战争的结束,美军从战争中逐步撤军,导致大修基地维修需求下降,由于大修基地维修是美军核心维修能力的关键组成部分,这势必对其核心维修能力的保持和发展产生较大影响。经过深入分析,认为战略设计中缺乏对维修基地的规划指导、核心维修能力法律定义不明、采办中未能将基地维修能力纳入统一规划是导致基地核心能力建设难以为继的主要原因。美军基地级维修对我军核心维修能力建设具有重要的启示,从顶层设计、在装备采办中将基地级维修进行统一论证规划、装备核心维修能力规范化等方面对我军基地级维修能力建设提出了对策建议。

As the Iraq and Afghanistan wars have been ended,American army is being retreated from these combat fields.These actions would reduce maintenance demand for deport-level mainte-nance.The depot-level maintenance is one of the most important parts of American army core mainte-nance capability,so maintenance demand reduction will influence the core maintenance capability greatly.Lack of program design,no clear law definition of core capability and no integrated argumen-tation in armament acquisition are main factors that lend to the American depot-level maintenance dif-ficulties.We put forward suggestions such as top design,integrated program in equipment acquisition and canonical description to improve the level of our army depot-level maintenance capability construc-tion.
