石油危机有一个共性:油价暴涨,石油消费国大难临头——这与当前的油价暴跌正好相反。自2014年6月中旬以来,国际油价已暴跌40%多。各大消费国自然欢欣鼓舞.普通消费者也为油价走低庆幸不已。但这或许是另一种危机——“逆石油危机”来临的预兆。
Oil crises have one thing in common:once the oil prices rise sharply,the countries consuming oil will suffer a lot.Now it's unnecessary to worry about an oil crisis- the international oil prices have fallen by more than 40%since mid-June,2014.But the world must be wary of turmoil caused by the so-called 'reverse oil shock'.Russian is the biggest loser of the current oil crisis.Nearly 70%of the Russian export income comes from petroleum and natural gas,and 40%of its revenues from oil exports.Russia has lost USD 90b^100b due to the downfall of oil prices.Its whole economy has also been heavily hurt.The ruble is being sold at less than half its previous value against the U.S.dollar.The other oil producers,including Venezuela,have also suffered.Even Saudi Arabia,Kuwait,and Qatar have seen the sign of negative effects.There is no doubt that additional unrest in the money market could develop into a 'reverse oil shock',which would give a serious blow to the world economy.At least for now,the impact of the 'inverse oil crisis' is still limited in the economic sector of oil producing countries.The most important thing for the oil consuming countries may be to do their utmost to hoard low-priced oil,for a reverse oil crisis is often followed by another oil crisis.
