关于地方政府投资效率的几点认识

On the Efficiency of Local Government Investment

政府投资是全社会投资的基础,它既是推动各地经济发展的重要助力,也是许多地区和政府实现其执政理念、追求政绩的重要载体。地方政府公共投资效率往往成为社会关注的焦点,成为评价政府执政能力的重要指标。本文首先对研究地方政府投资效率的必要性进行了阐述,其次从投资规模效率、投资结构效率、投资产出效率三个方面对地方政府投资效率的基本内涵进行分析,最后针对政府投资效率不高的原因,提出相应的改进建议。

As the basis of social investment, the government investment is not only essential for many regions and their governments to promote the development of regional economy, but also serves as an important carrier to fulfill their ruling philosophy and political achievements. Therefore, the efficiency of government public investment is always the focus of the society. It has become an important index to evaluate the government’s ruling ability. This paper consists of three parts： in the first part, the author illustrates the necessity of the study; in the second part, the author analyzes the basic connotation of the issue from three aspects, that is： the scale efficiency of government investment, the structure efficiency of government investment, the output efficiency of government investment; in the last part, suggestions on improvement of efficiency of government investment are given by the author.
