政府新闻发言人的角色冲突及其调适

The Role Dilemma of Spokesperson in China and Adjustment

在我国社会和传媒的双重转型进程中,政府、媒体和公众对新闻发言人这一社会角色有着不同的角色期待,从而使新闻发言人面临作为政府代言人与公民知情权维护者之间的角色冲突,作为信息控制者与信息发布者之间的角色冲突,以及作为新闻人与政府人之间的角色冲突。制度建设、媒介生态和法律法规等因素是造成其角色冲突的主要原因。在新媒介环境与现代民主政治诉求下,从专业化建设、法规完善及评定机制方面可以探寻调试新闻发言人角色冲突的可能路径。

Though the institutions set completely, the policy of spokesperson hasn＇t been mature. The press and public relationship-chief took multiple responsibilities and received multiple expectations. When spokesperson couldn＇t keep the balance between the voice of government and protector of people＇s right, between control the message and promulgate the message, he would walk out of the dilemma of his role. There are some key factors responsible for the dilemma and guiding the spokesperson to pay more attention to represent the government and control the message. The environment of the modem media and democracy call for a change of the spokesman policy. The author proposes some suggestions to solve the dilemma.
