摘要
从增量到存量发展是当前国内大中城市的基本趋势,以存量再开发用地为对象的规划编制值得重视。该文在分析存量型地区开发特征基础上,以笔者前不久参与的广钢新城规划修编为例,认为存量规划应从传统的蓝图规划走向实施规划、由传统的从向数量要价值到向品位要价值转变,并从统筹连片规划提升价值、紧扣特色创造价值、面向实施兑现价值等方面提出了相应的规划策略,探讨存量规划的新思维,力求对广州乃至国内其他城市的存量规划编制提供一定的经验借鉴。
The transitional process fTom incremental development to storage development is the basic trend in large and medium size cities, the type of redevelopment planning on re-developable land in stock should be valued. This paper takes Guanggang New Town planning as an example to analyze re- developable land development features. It suggests that re-developable land planning should be moving toward implementation, changing from quantity value to quality value. It provides relative planning strategies in aspect of increasing value of unitary planning, creating value with characters, and realizing value through implementation. It also explores new ideas on re-developable land planning and finally provides reference and experience to Guangzhou and other domestic cities on storage land planning.
