摘要
保障性住房建设是一项重大的民生工程,主要是为了解决中低收入群体的基本住房需求。保障性住房投资金额大,主要由财政投融资,政府限定售价,使得保障性住房项目只能"保本微利"或"自求平衡",因此保障性住房必须在项目建设的各个阶段采取行之有效的手段控制成本。本文结合工作实际,浅析了厦门市保障房成本控制存在问题,提出解决保障房成本控制的具体措施,供决策者参考。
The construction of indemnificatory housing is a major livelihood projects,mainly to solve the basic housing needs of low - income groups~ The in- demnificatory housing investment amount is large, mainly by government investment, the government limited the price, the indemnifieatory housing project can only be" self equilibrium", Therefore, indemnificatory housing must control the cost in various stages of construction projects to take effective means o In this paper, combined with practical work, analysis of the cost control problems of indemnificatory housing in Xiamen City, puts forward concrete measures to solve the indemnifieatory housing cost control, references for decision makers.
